FFVAV: What the new law means for the energy market

For municipal utilities with district heating supply as well as local and district heating network operators, the new District Heating or District Cooling Consumption Metering and Billing Ordinance (FFVAV) has been in force since the beginning of October 2021. But what will change for municipal utilities and metering point operators? And how can consumption information (UVI) be implemented quickly and efficiently during the year?

With the FFVAV, the EU Energy Efficiency Directive (EED) was transposed into German lawand has now applied to all heating and cooling suppliers since October 5, 2021.The obligations and requirements must now be implemented immediately.

An overview of the newobligations: This will change

Energy suppliers are now obliged to install remotely readable heat meters.This initially applies to all new installations; from 2027, all measurement technology should be retrofitted. As soon as digital meters are installed,suppliers are obliged to provide their customers with comprehensive billing and consumption information at least once a month.

This includes an overview of

  • prices and actual consumption,
  • annual emissions and
  • year-on-year comparisons of weather-adjusted heating and cooling consumption.
